Add a Background Color to your Scrapbook Page

If your layout program doesn't support changing the background color of a page, here's a trick you can use!

In your layout program, create a rectangle the size of your scrapbook page page and fill it with the color you want to use for the background.

Some layout programs will also let you "lock" an object in place. If yours does, lock the rectangle in place once you've sized and colored it so that so that it won't move around on you!
